Any ban should originate from SteamID based checks, would also eliminate all pirates from playing.
Australia is kinda awesome, but it's no Yorkshire.

Which means they'd need a different Steam account to get back in, and I'm assuming that would mean buying the game again? That oughta thwart cheaters quite nicely.

Yup, they'd need to get a new Steam a/c and re-buy the game.

Of course you could email and apologise for your sins and ask for forgiveness, but a warning saying something like 3 cheats results in a ban. This ban may be revoked after x days if you explain actions etc, a further 3 cheats after removal of a ban results in life time ban.
Or something to that effect.

I like that, because you never know who might cheat using a friend's/roommate's/spouse's account, etc. It allows for false positives just so there isn't a complete heartless deletion of an account and its scores with no option to undo.

I agree it's pretty pathetic; I was just thinking of ways people might cheat that could hurt someone else, and that might need to be explained to an understanding human on the other end. There's nothing I'd put past people who derive some sick sense of their life status from their ability to hack online scoreboards.

Speaking of cheaters... http://www.audio-surf.com/song.php#845 imo this would be the three offences to warrant a ban.

3 cheats? That's gracious.

I reckon 2 or out. 1's a bit too risky, but 3 will get the cowardly bunch who thought cheating is fun to stay.
People who stoop that low don't really deserve second chances. See doping in sports, too. One catch and you're gone for years. Second time round you're gone for good.

If it's a bad ash, or badly named track, that's one thing, and one or two could be tolerated.
However packet hacking is a whole different ball game, and could be dealt with in the more harsh method.

I've seen plenty of people make perfectly honest mistakes that give them an unfair advantage (myself included), so I think we'd want to give some leeway here, unless it was really obvious that someone cheated the system. Probably something that those who signed on to be moderators would need to be carefully educated about.

For scores where the stats don't add up, it's obvious.
For straight down hill tracks when they should be /\/\, it's obvious.

Though for the less clear cut, things would need to be considered, and a degree of grade applied, as suggested by murlough23

ya but things like a packet hack it should be a perma ban, no warnings
