Once Steam is up to date, if you run it, then go to File -> Go Offline.
Once Steam is in offline mode you can run Audiosurf offline as much as you want.
Steam might want to go online occasionally, I've never run it offline long enough to find out what happens.

After a few months it says 'steam can not start in off line mode' until you go online again. Only seen this twice though, and that was when I was on dial up
