Second one.

Go to Audio > Click on "Full Compression"
Then go to Audio > Compression
If you installed the LAME ACM codec properly, it will be in your list, so choose LAME MP3 > 48Khz 128Kbps

If you're going to put it on a streaming site you should use 128Kbps, but always CBR. ABR can fuck up the audio and make it get out of sync.

Yes, I did everything you said. I will post the screen shots that I took, so you will see that every step I took was what you suggested. I have a newer version of V-Dub. Do you think that would cause problems? Well, either way, I have found a new video editing software called Video Edit Magic, and it's a whole lot simpler than V-Dub. Good for my sake and sanity :) Thanks for your helping me though.

Weird. What version of VDub do you have?

Can you compress it with any other codec? Can you play the raw fine?

your problem is you haven't selected the correct codec or set it up correctly you shouldn't have that many choices of mp3.  You sure you have set it so the codec accepts the frame rate you used?

Do you get a fraps-lag when the file comes to a certain size? Usually about 3.5 - 4 min. I record at half size, 60fps just to reduce this lag, but I still get it, at least once per song. It's like pushing F10 and releasing, quite annoying, if it happens at an intense moment.

Any way to deal with it?

Something weird is up with Fraps. Every time I try to record something, it doesn't record. All it does is make the framerate turn red for about half a second, then it drops to zero, turns white, turns yellow again, and the framerate comes back up. I'm sure that I'm hitting the right hotkey, so what could it be?

Oh, TombRaiser, after looking at your screenshots again cause of what kEn said, I see you're using Mono, not Stereo.

Uncheck the "Show all formats" box, and try encoding to stereo instead.
