Surprised no-one has mentioned TA. ;)
Probably one of the biggest success stories mod-wise.

Dylan has gone to EXTRA work to encourage add-ons.
It would actually be "going downhill" as you put it to ignore this extra effort and NOT create add-ons.

Well if that's the case, then that's brilliant. I think my pissyness at the recent increase of hackers in MW2 has stretched over to Audiosurf. I'm not saying I have a problem with texture mods, just that, sometimes, they're not necessary.
Audiosurf is like a mix of tetris, need for speed and pot... Look at all the colours, dude!

Modding the textures to make the enemy say bright pink in games like MW2 is cheating, and goes down the same path as aimbots. But making your own textures as a creative input can help a game. For example Command and Conquer Generals, there are many mods of this game with address balance issues, introduce more 'generals' and create more broader fractions.
Another example would be where the textures from older games are taken and re-rendered at a higher resolution.
Austria is just like Yorkshire, but they have bigger hills.... oh and they have real snow too
